I don't know the mower you're having issues with but looking at the video it's possible the bag is restricting airflow causing the flow to find a path of lesser resistance - I saw you posted about cleaning the bag and one or two lawns later the problem returned - I have a Honda HRX with fabric catcher bag and I keep a long handled dishwashing brush next to where the mower is tied down - I brush it out before every lawn because it clogs so quick - wet or dry.

also the aftermarket replacement bags from eBay may help - the ones I got for my 216 were a much more open weave than genuine and breathed better

This has never ever happened on my bushranger and i cant understand why the repair people arent getting to it, have you showed them this video mate?

It is like there is something missing as mine comes down snug and makes it impossible for anything to fly out. I reckon i could fix this if I was there.

So when i put my catcher on there is a square opening at the top of the catcher. Then when i let the flap back down to sit on top of it there is a protruding square piece under the flap that sits down inside the opening of the catcher, thus making it impossible for anything to fly out. Its like yours is lacking this piece.
